Local Government is under pressure to improve delivery of the Capital Programme. This is driven by CPA ratings, the need for effective financial management of the project portfolio, the reporting requirements from Central Government and Members, the need to standardise cross project methodologies and on occasion by the investment requirements of the Prudential Code. The scale of the project portfolio has increased substantially in a large number of Authorities over the past five years.
This, together with a trend towards increased complexity, has driven the movement we see today towards the creation of cross-Departmental Programme or Project Portfolio Offices. The logical areas for these Offices to target is:
The first two areas standardise and “level-up” the project management across the Authority. This is important for a number of reasons but is particularly useful in providing support for the large number of ad-hoc Project Managers usually present in the Authority. It then becomes imperative that the software tool-kit is integrated into the methodology and training, is easy to use and yet is capable of the necessary sophisticated consolidation of Projects, through Programmes, to the Portfolio level.
