The Imprest system has so far been deployed within ten Authorities specifically for management of the Local Transport Plan.
The system benefits from the same core functionality as the standard Imprest capital programme management system but over a period of years, and with the help of customer feedback, has been developed to target specific issues within the transportation departments of Highway Authorities.
The resulting environment has been designed to monitor specific LTP information throughout the year such as outcomes, outputs and cost and prepare data for annual returns such as the DfT F1-F4 forms, whilst helping to deliver a professional programme of work on the ground.
It is scaleable to meet the requirements of programmes ranging in size and complexity but also enables a high level of configurability within individual modules in order that the Authority's local terminology, processes and workflow can be followed.
Imprest is the market-leading, next-generation solution for management of the Local Transport Plan and we are currently investigating how the system can be further developed to incorporate the requirements of LTP3.
Two summary references for Imprest LTP implementations are provided below for Dudley Council and CEPOG and a full case study for the West Midlands multi-party LTP implementation is available on request.

Implementation of a scheme management system for managing the Local Transport Plan
The scope of this implementation included configuring the Imprest system for collating, editing, monitoring and reporting across all schemes within the Dudley Local Transport Plan (LTP), and be capable of sharing joint programme information with other Authorities within the West Midlands.
The LTP information to be monitored included financial data, schedule progress, tasks, documentation, performance and risks. In addition the system provides an improved and consistent approach to project delivery by supporting principles such as PRINCE2 and being configurable to meet existing workflow, processes and local terminology.
An interface with the finance system, Agresso, was established to enable commitments and expenditure to be imported directly into Imprest. This provides project and senior managers with immediate financial status reports across individual schemes and consolidated across the entire LTP programme of work.
DataVisibility have recently been invited by Dudley to demonstrate how the Imprest system can be extended for use within other areas of the Capital Programme such as the Building Schools for the Future programme.

Implementation of a scheme management system to monitor and report across the West Midlands Local Transport Plan programme of work
In December 2006 the seven West Midland Highway Authorities and the Passenger Transport Authority purchased the Imprest system for providing management of the West Midlands Local Transport Plan.
The system, developed as the West Midlands Capital Programme Management System, WMCPMS, provides scheme management of each Authority's contribution to the West Midlands Local Transport Plan and an integrated central reporting structure to enable strategic management at a West Midlands level.
The project required DataVisibility's Imprest system to be implemented within each of the seven Highway Authorities and the Transport Authority, Centro, and to be capable of providing a reporting structure to consolidate information into a central system. The central system would be managed by the Chief Engineers and Planning Officers Group, CEPOG, for greater co-ordination of the West Midlands LTP and reporting back to the Department for Transport.
The information to be monitored included financial data, schedule progress, performance and risks and the data required for the DfT F1-F4 forms.
Each system needed to be capable of holding its own data securely but also of sharing data with the central system and with other Authority's on joint programmes.
An interface with each Authority's finance system was required in order to report on the financial status of each scheme. This included establishing interfaces with Oracle, Agresso, SAP and two mainframe systems.
